I think you misunderstood one thing. The Accessibility means the data accessibility to OTHER employee.

If you set Employee A's birthday not accessible to other employee, then Employee B will not be able to see A's birthday.

If you want to block only A from accessing B's birthday, then set B's Birthday accessibility to higher role, such as Manager while keeping Employee A's role as Employee.
