Can the 1st approver and 2nd leave approver be the same person?
This approver will only need to approve ONCE or TWICE to complete the workflow.
eg. 1st Approver - Line Manager - Mr A
2nd approver - Head of Branch - also Mr A
*this happens because certain branches that have no direct PIC so the workflow is pushed to the next level till we get a replacement to take over duties of the 1st approver*

Each approver has to approve once, even if it is the same person.
