In the page description below, there is a note indicating that "Application Policy will only be enforced on employee submission, this will not affect submission by Administrator or HR.my Managers."
My question is can Administrator or Hr.my Managers submit leave application on behalf of employees? I tried looking but unable to locate such function if that is allowed.

Yes, you can always submit leave application on behalf of employees. In fact, some of the users are using Leave Management solely in Employer account.

Managed to find it after going through again. Still new to the system so not familiar yet.
FYI for others: It was in Leave > Management > Edit (Specific Employee) : Transaction section
